The Financial Controller is the anchor of the finance team in most growing and mid-market businesses — the senior qualified professional around whom the finance function is structured. The question of how to build the finance team around the FC — what to hire above and below, at what revenue and headcount triggers, and what the reporting lines should be — is one of the most frequently asked questions Accountancy Capital receives from CEOs who have made or are planning a first FC appointment.
This page provides the practical framework for building a finance team around a Financial Controller — from the early-stage structure where the FC is the only qualified professional to the mature function where the FC sits between an FD and a team of Finance Managers, Management Accountants and Financial Accountants. Call 0204 553 8893 to discuss any finance team structure or specific role brief.
The Finance Team Structure: From First FC to Full Function
| Revenue Stage | Typical Structure | Next Hire Trigger |
|---|---|---|
| £3m–£8m | FC + bookkeeper + external accountant | FC spending 50%+ on management accounts production |
| £8m–£20m | FC + Finance Manager | FC needs statutory accounts focus; transactional volume grows |
| £15m–£35m | FC + Finance Manager + Financial Accountant | Year-end audit complexity; technical accounting depth needed |
| £25m+ owner-managed | FD + FC + FM + FA | Investor reporting; M&A; board-level financial strategy |
| Any revenue, PE-backed | FD + FC + FM + FA from day 1 | PE fund investor reporting standard from investment completion |
Stage 1: The FC Alone (£3m–£8m)
At the first FC appointment, the finance team is typically: FC + bookkeeper + external accountant for year-end statutory accounts. The FC manages the close, the management accounts, the bank relationship and the financial controls. The bookkeeper manages day-to-day transactional processing. The external accountant produces the statutory accounts. This structure is appropriate to approximately £8m revenue for an owner-managed business — above this level, transactional volume and management accounts complexity typically create the need for either an additional accounts assistant or a Finance Manager.
The first FC at this stage is doing everything: close process design, management accounts preparation, bank reconciliation review, creditor payments approval, payroll review, HMRC VAT return review and board presentation. The expectation is a capable FC who can span the full financial management remit.
Stage 2: FC + Finance Manager (£8m–£20m)
The first hire below the FC is typically a Finance Manager at two to four years post-qualification — who takes over the management accounts preparation from the FC, manages the day-to-day financial management and potentially line-manages one or two Management Accountants. The FM appointment is triggered when the FC is spending more than 50% of their time on transactional management accounts production rather than financial management and analysis.
See Finance Manager Recruitment, London Finance Manager Recruitment and When a Finance Manager Is No Longer Enough.
Stage 3: FC + FM + Financial Accountant (£15m–£35m)
As the business grows beyond £15m revenue, the statutory accounts and technical accounting work — year-end audit management, technical accounting judgements, IFRS or FRS 102 compliance, potentially consolidation — creates a specific need for a Financial Accountant alongside the FM. The FA at this stage is typically ACA-qualified from a Big Four or Top 10 practice background, focused on the statutory financial statements, balance sheet technical accounting and audit management independence. See Financial Accountant Recruitment.
Stage 4: FD + FC + Full Team Below (£25m+)
At revenue above £25m for an owner-managed business — or at any revenue for a PE-backed business — the combination of investor reporting obligations, M&A activity, bank relationship management and strategic financial planning creates the need for a Finance Director above the FC. The FC transitions from most senior financial professional to financial management operational lead. See Finance Director Recruitment and Finance Function Scaling for Growing Businesses.
Finance Team Design: FBP and FP&A as the Function Matures
As the business grows beyond £35m–£50m revenue and the finance function matures, the distinction between management reporting (the FC’s remit) and commercial financial analysis (the FBP’s remit) typically creates the need for a dedicated Finance Business Partner or FP&A Manager. The FBP embeds in the commercial teams — providing financial challenge and analytical support to product, sales and operations leaders — while the FC maintains the financial management infrastructure. See FBP Recruitment, FP&A Recruitment and London FBP Recruitment.
Common Finance Team Design Mistakes
Promoting the bookkeeper to Finance Manager rather than hiring one. The bookkeeper who processes transactions has not developed the management accounts, stakeholder management and financial analysis skills the FM role requires.
Hiring a Finance Manager before the FC. The Finance Manager reports to the FC. Hiring an FM first and then appointing an FC creates an awkward reporting structure and wastes the early-stage headcount investment.
Delaying the FD hire until the first PE investment. The PE fund assesses whether the management team has appropriate financial leadership. Appointing an FD six to twelve months before approaching investors demonstrates financial management maturity that the PE fund respects.

A Note from Our Founder — Adrian Lawrence FCA
The finance team structure question is one where the CEO who has not had a professional finance function before consistently underestimates the runway. The business that hires its first FC at £5m revenue, its first FM at £10m and its FD at £20m is building a finance function that consistently supports commercial decision-making at every stage of growth. The business that delays every hire until it is clearly needed is always catching up.

Finance Team Around the FC: FAQs
When should the FM hire happen relative to the FC hire? After the FC is in post and has had three to six months to assess the finance team’s capacity. The FC who has been in post for three months knows whether the existing team has the capacity and quality to manage the management accounts production independently if the FC is focused on financial management, analysis and stakeholder management. If not, the FM hire is confirmed at that point.
Should the bookkeeper become the FM? Only if the bookkeeper has specifically developed the management accounts preparation, variance analysis and commercial financial reporting skills that the FM role requires. Most bookkeepers have not — they have developed transactional processing skills (accounts payable, accounts receivable, payroll processing, bank reconciliation) that are different from the financial management skills the FM role requires.
Should the FC report to the FD or directly to the CEO? The FC should report to the CEO until the FD is appointed, then transition to reporting to the FD. The CEO who has an FC reporting to them who has not yet appointed an FD should be spending thirty minutes per week in a structured review of the FC’s management accounts and financial management agenda — not two hours. When the CEO’s financial management time exceeds thirty minutes per week, the FD hire is overdue.

The finance team structure question is ultimately a CEO question, not a finance question — because the CEO’s commercial ambition for the next three to five years is what determines the right finance team structure today. The CEO who intends to achieve PE investment in eighteen months needs a finance team structure that is PE-investor-ready at the point of approach: an FC in post, a Finance Manager below them, a Financial Accountant managing the statutory accounts process and — ideally — a Finance Director who has PE board experience. The CEO who is building a sustainable owner-managed business to £20m revenue without institutional investment needs a less formalised structure but still benefits from the FC + FM foundation that provides the financial management infrastructure for growth. Accountancy Capital advises on the right finance team structure for the specific CEO ambition before briefing any individual role. Call 0204 553 8893.
